The frame sets your tone before anyone reads a word:

• you know the name: Sehr geehrte Frau Berger, / Sehr geehrter Herr Wolf,
• you don’t: Sehr geehrte Damen und Herren,
• closing: Mit freundlichen Grüßen, then your name on the next line

Liebe … and Viele Grüße are for friends and people you know well, as in the friend e-mail from Unit 1.
